I use Pantene Pro V Full and Thick on my fine hair and it works great for me. You might also want to try Garnier Fructis Volumizing formula as well.

I use volume mousse on my thin hair. If you want extreme volume try a body perm for your hair, it might damage though, but you will definetly have volume.
